Where are the Chanseys?

I've been Googling to see if anyone has identified which biome (if any) Chansey belongs to, and there doesn't seem to be any consensus, at least not yet, possibly because of their extreme rarity.
Now that they're part of the current pink-Pokemon event -- and therefore at least a bit less rare, though still clearly uncommon -- I thought we might try collecting and sharing any data we have.
If you've seen any Chanseys in the wild, whether you managed to catch them or not, please comment and say where they were and what other kinds of Pokemon were to be found there.
Maybe we can help each other take advantage of the event.

One was deep inside a Costco (big box warehouse) store. The most common other Pokemon there generally are Ponyta, Diglett, Ekans, Eevee and the Nidorans (as well as the usual dead common 'mons).
The second was in the parking of our one sizable local mall. Others I usually see there are Nidorans, Eevees, Magnemites, Voltorbs, and lots of water types (since this is right on the Pacific coast), and of course the usuals.
ETA: In my general region, water and grass types are everywhere, and bug types are common. Fire types are very rare.

During this event, chanseys are everywhere around here. Home, work, restaurants, parks. I'm tripping over them. Not one clefairy yet! But chanseys and jigglypuffs every time I turn around, plus some likitungs and porygons.
Normally, chansey is a rare (real, but rare!) spawn here. I may see one in a month or six weeks on the Nearby/Sightings, usually at the pokestop by the water feature (billed as a waterfall, it's really a pond occupied by ducks) in the middle of the apartment complex across the street from my home.
Event-no-show-here clefairy never, ever spawns in this area (except nests).
This biome is typically heavy on bug types (especially paras), fire types (especially growlithe), and ground types (like cubone and diglett), as well as the usual assortment of normal types for a city. We also get a smattering of electric types -- pikachu is common here. We get almost no water types or grass types (outside nests).

What really got my attention is you saying that fire types are common where you are, while grass and water types are rare -- and you're seeing a lot of Chanseys in this event.
In my region, water and grass are everywhere and fire is very rare. I've never, ever seen a Chansey in the wild until this event, and now they're still extraordinarily rare compared to all the other pink 'mons I'm seeing. (E.g., I'm drowning in fairy types.)
This could be meaningful. We'll see, as more reports roll in.

Uncommon spawns in the first mostly grassy outside the electric area - meowth, rhydon, etc.
Uncommon spawns in second would be eevee, venonat, bellsprout, oddish, nidoran with a few freshwater types sprinkled in.
The first spot I don't know well enough to speak to the clefairy or Jigglypuff rate, the second has a clefairy hotspot at a stop down the street. Both suburban retail areas with multiple pokestops within any 500 ft radius.
